Karnataka Government Proposes Amendments to Cinema Regulations

The Government of Karnataka has issued a draft notification proposing key amendments to the Karnataka Cinemas (Regulation) Rules, 2014. The proposed changes, titled the “Karnataka Cinemas (Regulation) (Amendment) Rules, 2025,” aim to further streamline and regulate the cinema industry in the state.

According to the notification, the draft rules outline two key provisions:

  1. Title and Commencement: The rules will be officially known as the Karnataka Cinemas (Regulation) (Amendment) Rules, 2025 and will come into force from the date of final publication in the Official Gazette.

  2. Amendment of Rule 55: The proposal seeks to amend Rule 55 of the 2014 regulation by inserting a new provisoat the end of sub-rule (6). The specifics of this proviso, however, have not been disclosed in the draft notification.

Public Feedback Invited

The government has opened the floor for public objections and suggestions. Citizens, cinema operators, and stakeholders can submit their feedback to the Additional Chief Secretary to Government, Home Department, at Vidhana Soudha, Bengaluru – 560001 within 15 days from the date of publication of the draft in the Official Gazette.

This move aligns with the state’s effort to bring more transparency and public participation into policymaking, especially concerning sectors that impact culture and entertainment.

Industry Implications

While the exact nature of the inserted proviso in Rule 55 remains unspecified, its addition could potentially have a direct impact on:

  • Cinema operators and exhibitors

  • Licensing procedures and compliance

  • Audience access or safety protocols

Industry analysts believe the amendments may be aimed at addressing modern challenges in cinema operations, including digital ticketing, safety standards, or licensing reforms.

As Karnataka’s film industry continues to grow, the state’s regulatory framework is expected to adapt to new realities, ensuring audience safety, operational transparency, and industry sustainability.
